Program Specialist - Activation Coordinator

The position is located at the Alvin C. York and Chattanooga campuses in the Tennessee Valley Healthcare System (TVHS). The Chattanooga Veterans Affairs (VA) Clinic currently provides primary care and limited specialty services. It serves as a medical care hub for the surrounding Community Based Outpatient Clinics (CBOCs). The incumbent reports directly to the Deputy Health System Director and performs duties directly contributing to the overall coordination and activation of the replacement VA Clinic. The new clinic under construction is nearly 75,000 NUSF. Clinical services will include Patient Aligned Care Teams (PACT) (Primary Care), Mental Health, Physical Medicine and Rehabilitation Service (PMRS), Imaging, Dental, Audiology, Telehealth, Women Veterans Clinic, and expanded specialty services including advanced diagnostic services. Responsible for coordination, activation and implementation of replacement VA equipment Establishes room-by-room equipment and material listing with costs, procurement and installation time-lines. Coordinates installation of high technology equipment and turn in of equipment and furniture. Develops manpower needs and ensures timely submission of documentation to ensure funding/ establishment of positions and recruitment actions. Ensure construction activities and budget are on schedule. Ensures safety precautions are observed for the safety of all involved and working in the clinic. Acts as a liaison between staff, service organizations and community to keep informed of clinic activation progress. Manages communications between Senior Resident Engineer, VISN Contracting and TVHS staff. Reviews trends and make recommendations regarding policies, work flow changes, schedule updates, and changes of the overall activation program goals. Co-Chairs the Activation Interdisciplinary Project Team. Initiates development of an Activation Plan that forms the basis of the Business Plan. Uses a variety of computer programs such as, Attainia, Excel, Word and Project to maximize electronic management of the clinic in an efficient manner. Uses statistical, cost analysis, and industrial engineering techniques to review trends and make recommendations. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
knowledge in the area of Major Lease Activation and new project development, the delivery and installation of equipment, the delivery of furniture, the building occupation schedule, dates to begin seeing patients and information to the public and community, establishing project milestones, setting project deadlines, and reporting project status to supervisors and management personnel. Advanced knowledge of regulations and standards of various regulatory and credentialing groups related to activating a new medical clinic and ability to reconcile contradictory requirements in preparing staff recommendations and administrative services for the project. Thorough knowledge of government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement and the ability to adapt general administrative principles, practices, processes, and techniques as well as the ability to apply them with a high degree of resourcefulness, ingenuity, and inventiveness. Advanced professional knowledge of data preparation techniques and relevant software packages, such as commonly used analytical spreadsheet, and communications software and demographic/medical databases, in order to facilitate illustration of information and decision making. Advanced knowledge and skill in applying complex fact-finding, analytical, and problem-solving methods and techniques associated with management to include standard setting, work measurement, work simplification, methods of study, flow processing, etc., as well as an understanding of financial control management. The work is primarily sedentary but will involve frequent walking, bending and occasional lifting of up to 30 pounds.
