Learning Design Specialist

As a Learning Design Specialist in STTSB, you will provide support in the analysis, preparation, design, development, and evaluation of learning and knowledge management activities, to support the achievement of collaborative learning efforts with the Nuclear Regulatory Commission program and regional offices. Duties will include but are not limited to:
1. Analyzes, designs, and develops learning and knowledge management activities for technical and professional training programs for various instructional methods including classroom and blended learning environments. 2. Integrates current learning technologies to promote effective teaching strategies and to improve learning experiences. 3. Develops and utilizes appropriate techniques for measuring and evaluating learning and development activities/training programs. 4. Serves as a Contracting Officer Representative (COR) by managing contracts in support of the training program. This position has COR duties that may subject the incumbent to the Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements. The ideal candidate will be able to demonstrate the following:
1. Demonstrated knowledge in course design and instructional methods required for managerial and technical training program with the ability to apply instructional system design practices to curriculum development. Examples may include training or work experience as an instructional system designer with experience applying systematic approach to training methods such as ADDIE (Analyze, Design, Develop, Implement, Evaluate), storyboarding, and performance consulting. 2. Demonstrated ability to apply e-learning strategies to determine modes of training implementation with the ability to manage and maintain e-learning content in a collaborative learning environment. Examples may include work experience maintaining learning content management systems that support online and collaborative learning environments and experience incorporating design models in online and blended learning environments. 3. Demonstrated knowledge of and skill in surveying, sampling, and statistical techniques to assess and interpret training requirements with the ability to apply learning metrics and analytics to measure the impact of leaning. Examples may include experience developing and evaluating learning metrics for training program with experience applying leveled training evaluation models. 4. Demonstrated knowledge and experience managing programs including, establishing and meeting budgets, and meeting program goals within schedules and resource constraints. Examples may include project management or experience as a project officer or contract officer's representative providing oversight of contract staff. In addition to the basic requirements, to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as experience in developing courses for training and development programs and experience maintaining and incorporating instructional design models in learning content management systems that support online and collaborative learning environments. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
